Frank “Pete” Fillar was born on 4 November 1925 in Saltsburg, Indiana County, Pennsylvania, the son of Jacob John Fillar and Barbara Ann Najbar.

During World War II, Frank served as an Enlisted Man in the Infantry (General or Unspecified) under Service Number 33847941. Records list his admission age as 19, with an admission date of November 1944 and a length of service noted as 0 years, 9–11 months.
